How I can clean the walls are painted with water-based paint?
I have never used water-based paints used, so I'm guessing this is what is in the walls because it runs every time I try to delete something off. I live in an apartment with beige walls and I can not clean the walls without paint is released. I have a 2 year old, so I have little hand prints which I can not get off the walls. please help.
Sounds like a poor quality paint was used. A painting of water of good quality is based scrubbable. (I worked at a paint store for nine years and managed for three) The only thing you can do is wash gently with a solution to wash dishes, but if done so, report to the superintendent about it because we really need a durable paint, when children are nearby.

Tryng to sound proof a room where a band and a office is. 2X6 wall no blown insulation availible Any ideas?
Material is somewhat limited I was thinking of doing a 1/2" sheetrock to 1/2" plywood wall, dual layer of insulation, I have no sheetrock knives or compound so I can't finished the room like I should. The room is for a band and on the other side is an office.
If you cannot insulate the wall, try egg crate foam:

Place it on the band-side of the wall for minimal installation.
